CARES Act Funding Tracking Tool
The PA Department of Human Services (DHS) is launching an online portal, the DHS CARES Act Funding Tracking Tool, for child care providers to submit final costs of Coronavirus Aid, Relief, and Economic Security (CARES) Act 2020 funding.

The DHS is requesting providers complete the COVID-19 Act 24 Cost Reporting Form in the web-based portal. Providers should keep all documentations related to the costs reported in the final cost report for a minimum of five (5) years. The submission deadline for the required Final Report is December 31, 2020.
Beginning December 9, providers will receive two emails (see sample) from PW, Unified Security inbox (ra-unifiedsecurity@pa.gov). The first email contains a username. The second email contains a temporary password for first-time sign in.
If providers have an existing Commonwealth Business Partner account (“b-” ID), they will receive a Username reminder email. Please use this username to login to the tool. Providers who have not received these username and password credential emails by December 10, should contact ra-unifiedsecurity@pa.gov.
UPDATED NOTE: New users who did not receive emails about the survey with login details can begin account set-up here. Additional information about how to set up your account can be found on page 5 of the DHS CARES Act Funding Tracking Tool – Final Reporting User Guide. Those who have emailed ra-unifiedsecurity@pa.gov and have not received a reply in 72 hours should email ra-pwelrcqa@pa.gov and OCDEL will work with the commonwealth IT team to assist. Due to the incredible volume on these accounts, please allow three business days for the response.
All providers should attempt to use their assigned access to attempt to log on and complete the report prior to the deadline. If a child care provider is unable to access the tool, but has submitted a request for assistance, there will be no penalty for reporting late. The reporting tool will remain open for these providers who have submitted requests for support to access the tool after the December 31 deadline.
Providers who would like to change the user associated should complete the DHS COVID Tracking - User Change Request form. Please note that this process may take a few business days.
Providers should take the time now to validate that the right individual(s) in the organization have access to the portal and test their login credentials in the tool.
Portal users will receive a detailed DHS CARES Act Funding Tracking Tool Final Report User Guide with FAQs on the launch date to support users in understanding how to use the new tool, answer any questions and provide troubleshooting information on browsers and passwords.
