UPDATE: OCDEL Announces Increase to CCW Base Payment Rates
The Office of Child Development and Early Learning (OCDEL) announced on December 9 an increase to the Child Care Works (CCW) base payment rates for Department of Human Services certified providers.
Providers are asked to read through the announcement sent by OCDEL: ”Announcement ELRC #24-04: Increase to Child Care Works (CCW) Base Payment Rates for Department of Human Services (DHS) Certified Providers”.
Once providers have pulled together all of the required documents, they should send them to DHSRates@alleghenycounty.us . They can also make updates to their rates through Provider Self Service in Pelican, but must submit the C-1 along with their private pay rate verification.
The rate verification needs to exactly match the amount and format provided in their C-1 weekly rates.
ELRC is offering office hours via Zoom on the following days/times to answer any questions providers may have:
Friday, January 3: 1 p.m. - 2:30 p.m.
Monday January 6: 1 p.m. – 2:30 p.m.
Wednesday, January 8: 6:30 pm – 8 p.m.
Tuesday, January 14: 6:30 p.m. – 8 p.m.

After updated rates are inputted and approved in Pelican by ELRC 5, providers will receive a C-2.
