CCDF State Plan Draft Complete

The Office of Child Development and Early Learning (OCDEL) has completed Pennsylvania’s FFY 2022-24 Child Care Development Fund (CCDF) Draft State Plan. The public comment period is open and a public hearing will be held virtually on Tuesday, May 18, 2021, from 11 a.m. to 2:30 p.m.

Every three years, the Administration for Children and Families' Office of Child Care (OCC) requires states to submit a CCDF State Plan that describes how they will administer CCDF dollars in their state’s child care system. This includes all activities in Pennsylvania related to child care licensing, professional development, quality improvement, and subsidized child care.

Public Comment

Pennsylvania's Draft CCDF State Plan for fiscal years 2022-2024 to be submitted to the Office of Child Care is currently available for public comment online. All stakeholders have the opportunity to review the draft plan and submit comments in writing. In addition, participants will have the opportunity to attend a virtual public hearing and if interested, provide testimony.

To better facilitate the incorporation of all comments, the preferred method of submitting comments is through the web based portal. Participants are asked to only submit comments via USPS if they do not have access to the internet and the web based portal.

Public Hearing

Register to attend the public hearing on Tuesday, May 18, 2021 from 11 a.m. to 2:30 p.m. to present and listen to testimony.

Once registered, individuals will be provided the link to request to present testimony during the public hearing. Note:

  • Only individuals who request a spot in advance will be allowed to present testimony during the public hearing. All other participants will be in listen only mode.

  • Testimony will be limited to three minutes per participant.

Registration is limited. A second public hearing will be scheduled if necessary.
